does the Named Person role do what it says on the tin?

I'm not convinced that the Named Person role in the Scottish Mental Health Act either protects the person receiving compulsory treatment or gives power to the person in the role.  

The Act's guide to named persons talks about the right to being consulted, to be given information, to have your needs assessed.  In practice I found that I wasn't always consulted, appropriately informed and the needs assessment led nowhere and gave me nothing, in terms of support or credibility.
